Intermittent static usually indicates a power/ground issue (wiring). They'll probably inspect all wires for both the headhunt, antenna and amplifier (if equipped).
The fact that it happens at only a specific frequency would lead me to believe that something is damaged within the antenna (physical damage). The fact that it happens randomly, would lead my search for a loose or damaged wire/solder point or connection. This damage must be limited to a specific frequency range.
Software shouldn't have any effect on radio signal, unless there is some sort of "static/squelch" reduction software, and if that were the case, the issue would show up at all frequencies. Unless for some reason there is an issue with the "digital tuner interface", which could be software based, but I'd be willing to bet its hardware based.
To test if it's unique to your vehicle, on a day when it is acting weird, I'd stop by the dealership and tune into the same station in another car, or if you have an old school radio, try tuning in on that with the car nearby. If the issue is only with the car, you are negating the chance of environmental interference.
